Adding the functionality to create a region from the web will be a +

• the user or admin will give the region's name, the ip adress, location and owner, then the regionserver will collect the the data directly.

I think we do need a landstore and that would be the right way of doing it too.  I could eliminate the consoles and make them run as a service only that way
